Position Summary Reporting to the Superintendent of HR & Business Services, the Accountant is responsible for executing the day-to-day accounting operations through application of procedures, controls, and reporting systems. The primary focus of the position is maintenance of the General Ledger operating system and ensuring that internal controls are maintained. Essential Duties and Responsibilities Responsible for maintaining the general ledger for the District's bank accounts including reconciling and importing credit cards and cash receipts and fees from RecTrac and ensuring the accuracy of transactions on a daily basis. Takes ownership of the general ledger by reviewing it on a daily basis to ensure fund balances are correct and questions and discrepancies. Prepares journal entries for all imported transactions, as well as money movement to and from the bank accounts. Reconciles and uploads daily deposits from RecTrac to the Financial software. Utilizes bank statements to monitor the flow of money and reconciles for errors. Is able to verify all transactions and account for them properly in the system. Completes monthly bank reconciliations through finance software. Completes necessary reporting including, but not limited to, outstanding accounts payable payroll checks, RecTrac sales worksheets, expense reports, etc. Maintains fixed asset records through risk management agency software. Reviews RecTrac refund reports and installment billing for discrepancies. Contact appropriate managers for resolution as needed. Ensures that all the Agency's procedures regarding internal controls are adhered to. Assists in the preparation of audit schedules for the yearly external audit and coordination of the audit schedule in partnership with the Superintendent. Prepares monthly sales tax returns and processes through mytax. Ensures all District liquor licenses are processed and paid annually. Processes all payroll functions including completion of biweekly payroll run, payment of liabilities, State wage reporting, processing of end-of-year W2 statements, and uploading IMRF wage reports. Reviews new hire entries entered into the payroll system by Human Resources for accuracy and reports any errors to HR for payroll runs. Acts as custodian for Petty Cash Account. Processing all journal entries and audit balances as needed. Prints P-card statements and distributes them to staff. Completes all accounts payable functions including: Processing of staff check requests for payments to vendors, entering into finance software to process payments. Processing of payments for monthly utility invoices. In partnership with the Superintendent, ensure all p-card transactions were imported, and directed to the correct GL accounts on a monthly basis. Completion of vendor invoicing and receiving of all payments to deposit in bank. Entering all new vendors into financial software programs. Completing end of year 1099 processing. Continuously trains staff on proper accounting procedures and processes. Completes special projects as assigned. Performs other related duties/or special projects as assigned. Qualifications Associate's Degree in Accounting, Business, Finance, or related field. 3 to 5 years of accounting experience required. Experience using Tyler ERP Pro 10 preferred. Working Conditions/Physical Requirements Requires sitting, standing, bending, and reaching. May require lifting to 10 lbs. Requires manual dexterity to operate standard office machines such as computers, fax machines, calculators, telephones, and other office equipment. Requires normal range of vision and hearing. Occasionally called upon to work off-schedule hours (weekends or evenings). The work environment can be best described as a typical office environment with expected exposure to hot and cold weather and related conditions, noise, dust, etc. when working throughout the District facilities.
