Resp & Qualifications PURPOSE: Drives enterprise optimization by introducing capabilities (inclusive of all functions) for their domain of responsibility utilizing in-depth knowledge and expert skills to advance domain strategies. Translates business needs for the domain into architectural solutions that meet performance, reliability and security expectations. Applies enterprise roadmaps, principles, standards, and practices to drive their domain strategies and execution. ESSENTIAL FUNCTIONS: Leads preparation of domain architecture viewpoints and models depicting current, target, and interim states. Use current state viewpoints to identify and analyze pain points and opportunities (PPOs). Lead advanced modeling and analysis to meet the strategic needs of the organization with respect to system, information, functional/non-functional needs, performance and security/regulatory requirements. Create and utilize architecture patterns and ensure alignment with IT strategies and reference architectures. Ensure target state alignment and integration across architecture domains. Ensure upstream alignment / traceability to business needs via business architecture and downstream alignment / traceability with solution building blocks. Leads the extension / enhancement of domain architecture strategies, standards, and guidelines. Identify and support development of reusable domain patterns. Leads design, engineering and implementation of assets for internal use in solutions to improve solution quality; collaborate through implementation phase. Leads peer reviews and represent the architecture domain in briefings to the Architecture Review Board. Oversees publishing and maintenance of viewpoints / work products in the architecture repository, ensuring they are organized, accurate, and accessible. Disposition stakeholder comments / feedback received via project and non-project channels. Ensures that regulatory and compliance issues are addressed in solutions. Leads collaboration with other teams (business and technical), key stakeholders, and partners to understand needs to maximize architecture impact and address technical limitations. Leads the evaluation/selection of a solution / product design that aligns with IT / Domain strategies, standards, and guidelines. Leads research emerging domain trends to determine their relevancy and fit for the organization. Leads vendor evaluations and selection process broadly; leads vendor evaluation and selection for domain-specific tooling. Represent the architecture domain in the drafting of RFIs/RFPs and the evaluation / scoring of vendor proposals. Leads the development / enhancement of architecture domain methods and tools. Ensure the alignment / integration of domain architecture processes / deliverables with those of other architecture domains and SDLC disciplines. Leads development of domain related communications / education materiel for use with stakeholders and architecture / SDLC partners. Leads domain assessments for most complex new / proposed projects for architecture impacts in support of annual planning, resource estimation, and alignment with IT strategy and enterprise architecture. Provide input to project, product, and enterprise technology roadmaps. Provide regular reporting on progress, issues, and opportunities related to architecture domain. (see domain specific roles and responsibilities for the ways these uniquely apply to each domain) The CareFirst infrastructure supports over six thousand + internal business users, five million members, and sixty thousand providers across twenty-two CareFirst locations. In alignment with overall Enterprise Architecture strategies, the Principal Cloud Architect will develop complex cloud designs and solutions, incorporating modern architecture and ensuring best practices to enable and modernize the following: Innovation& Modernization CareFirsts strategy includes enabling agility, speed, and quality for value streams to deliver products to make CareFirst a leader in the market. Our data architecture and operations are being revamped and CareFirst is investigating use of native cloud services similar to Fabric, OneLake, Data factory, Data bricks, and AI / Generative AI to enable modern methods to generate, store, share and consume information quickly and efficiently and make data available to many other services and partners. The incumbent will develop an understanding of business applications, requirements, and create cloud solutions to establish environments and cloud services to support innovation initiatives. Cloud APIs, Interoperability, and Microservices CareFirsts approach is cloud first, native first, Azure first, therefore the primary cloud is Azure, however AWS, Oracle Cloud, SalesForce and various other SaaS providers are applicable. CareFirst develops and exposes APIs to share data, has various means of exchanging electronic medical records and data to both internal and external healthcare systems. The Principal Cloud Architect will ensure optimal design and performance for enterprise API & Kubernetes services and interoperability services. The incumbent will collaborate with Enterprise Architecture, DevSecOps, our IT application developers and value streams, to ensure CareFirst can deliver products in a secure and efficient manner. The incumbent will review designs and integrations and onboarding requests for SaaS applications/services, ensuring alignment with Enterprise Architecture roadmap, security, and overall best practices. Platform Engineering The Principal Cloud Architect will incorporate principles aligning with our roadmap for DevSecOps. Specifically, all cloud services must be automated delivered with CI/CD pipelines, using standard and approved tooling, including code scanning, automated quality gates, and code testing. Infrastructure as code, source code control, configuration and state management services must be built enabled for innovation and value streams to deliver cloud environments and applications on demand. The Incumbent will provide architecture and top tier cloud engineering guidance for DevSecOps and Cloud Engineering teams and ensure these standards are built into the design. Target state is fully automated cloud services via self-service developer portal. The incumbent must also have a thorough understanding and experience implementing cloud RBAC, security and network segmentation, and enterprise cloud monitoring and logging. Hybrid cloud networking CareFirst has multi-region presence in Azure and OCI clouds as well as corresponding co-locations which support legacy applications. These will house Infrastructure PODs (Net/Storage/Compute) supporting cloud incompatible apps/services. Windows/Linux OS VMs running on VMware virtualization platform. Incumbent will provide consultation on design of cloud networking and modernization as we shift from current hub and spoke model to leverage more software defined networking capabilities of cloud, while maintaining connectivity and routing to our multi-region colocations. Governance & Compliance (cloud & on premises) Ensure security and cloud best practices for applications, services, and tools. As a healthcare provider with Federal customers, we require FedRamp moderate compliance within the identified boundaries. HIPAA, PCI, and other regulatory compliance must be enforced. Incumbent will be a key member of the cloud center of excellence, which facilitates security and architecture review for all cloud and colocation services and applications. Diaster Recovery and Resiliency - The incumbent will be required to recommend and design laaS, PaaS, and SaaS based applications/services with Resiliency and Disaster recovery capabilities aligned to CareFirst's Business Continuity plans. Additionally, the incumbent should help drive automation of business continuity in collaboration with Cloud Engineering, the Technical Operations Center, and DevSecOps groups. QUALIFICATIONS: Education Level : Bachelor's Degree in Computer Science, Information Technology, or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience. Licenses/Certifications Upon Hire Preferred: Certified System Architect Experience: 10 years' Experience in Architecture Domain. Preferred Qualifications: Incumbent must have at least 5 years of solid hands-on experience with azure architecture and Azure cloud engineering. Experience with javascript, python, C#, understanding of spring boot applications, Terraform, Powershell scripting is preferred. Prefer experience with Azure Devops and/or GitHub actions CI/CD. Solid understanding of the architectural principles of cloud-based platforms including SaaS, PaaS, multitenancy, multi-tiered infrastructure, etc. Experience with Oracle cloud is a plus. Solid understanding of enterprise networking architecture in a hybrid cloud environment. Thorough understanding and expertise with network load balancing, routing, subnetting, etc. Up to speed on modern native cloud networking services. Good understanding of all cloud offerings in the market and ability to discuss cloud architectures with multiple audiences with different levels of understanding. Good understanding of certificate services & authentication services, TLS, MTLS, SAS Tokens, PAT Tokens. Good understanding and experience with core shared infrastructure services such as DNS, DHCP, Active Directory, LDAP, etc. Good understanding of DevOps, CI/CD pipeline, test automation, environment, and configuration automation, etc. Knowledge, Skills and Abilities (KSAs) Ability to motivate and influence others so that project objectives are met in a timely manner. Ability to collaborate with stakeholders to develop high quality solutions. Ability to coach, delegate, and develop architects and engineers. Ability to managing cross-domain architecture solutions and issues. Expertise with domain related architecture frameworks, methods and tools. Effective organizational, interpersonal/relationship management, analytical, communications (written and verbal) and collaboration. Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging. Salary Range : $150,000 - $268,125 Salary Range Disclaimer The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the work is being performed. This compensation range is specific and considers factors such as (but not limited to) the scope and responsibilites of the position, the candidate's work experience, education/training, internal peer equity, and market and business consideration.
