Office of the Illinois Secretary of State Alexi Giannoulias Job Title: Executive Investigator I Division: Office of the Executive Inspector General (OEIG) Union: N/A Classification: Exempt Location: 69 W Washington St, Chicago, IL – Cook County Salary: Minimum $4,800.00 monthly, commensurate with experience The Office of the Executive Inspector General (OEIG) for the Illinois Secretary of State is an independent agency of government whose mission is to foster and maintain integrity and accountability within the Secretary of State’s Office. The OEIG is responsible for investigating alleged violations of the Illinois Ethics Act and allegations of misconduct committed by employees, appointees, officials, or vendors that do or seek to do business with the Illinois Secretary of State Overview : Under direct supervision of the Executive Inspector General (EIG), performs confidential work as a staff assistant to the EIG; handles a variety of administrative and confidential details for the EIG; assists the EIG with investigative tasks and manages inquiries from citizens and other agencies including contact via phone, email, walk-in, and referrals from other agencies. Will be assigned a small caseload, that will include gathering, preserving, and analyzing evidence; obtaining information via interviews and other methods; and preparing investigative reports in compliance with applicable laws, rules, and policies under the Illinois Ethics Act. This position involves working on assignments of an extremely sensitive and confidential nature associated with investigations and legal proceedings . Duties and Responsibilities: Manages and documents complaints and inquiries received by the OEIG ensuring timely follow up as needed; receives, reviews and resolves general mail and correspondence for the OEIG; and provides administrative support to the EIG. Investigates complaints and inquiries often involving confidential or sensitive matters; drafts appropriate instructions or correspondence for the proper disposition of such matters. Handles a variety of administrative details for the OEIG and performs other related duties as required or assigned. Develops investigative plans designed to result in the completion of thorough investigations that address allegations in an efficient and timely manner. Collects, analyzes, and interprets information, documentation, and physical evidence to make informed determinations about the direction and outcome of investigations. Maintains records of all information and materials pertinent to investigations, in an organized manner and in accordance with OEIG processes. Interviews subjects, witnesses, and other parties to gather, verify, and/or corroborate evidence. Fully prepares for interviews beforehand, including organizing relevant exhibits to show in the interviews and scheduling the interviews. Documents interview statements, observations, and requests for and receipt of evidentiary materials in written reports. Ensures these reports are well-written, accurate, concise, thorough, and timely. Research and/or reviews agency policies and other applicable rules or statutes, as well as social media and other publicly available information, to learn relevant information and incorporate it into investigative work. Communicates with other government agencies and law enforcement entities during investigations, or to provide information for and/or testify in administrative and court proceedings, as necessary. Conducts stationary and mobile surveillance. Assists in drafting reports for investigative cases including documentation of allegations, investigative steps taken, evidence adduced, analyses of ethical and legal implications, findings and recommendations for appropriate action. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Qualifications: Requires high ethical standards and the ability to exercise good judgment when handling confidential or sensitive information. Requires strong attention to detail and demonstrated ability to balance multiple concurrent priorities. Requires excellent interpersonal, research, writing, organizational and communication skills. Must be flexible to work independently and in a team environment. Prefers skills to interpret and apply rules, regulations, policies, and procedures. Prefers a working knowledge of administrative practices and procedures. Prefers prior knowledge and understanding of agencies in the State of Illinois. Certification with the Association of Inspectors General or similar certifying entity is highly desirable. Must be computer proficient with a working knowledge of Microsoft Office Suite (Excel, Word, Outlook) and other basic web applications. Must have a valid State of Illinois driver’s license. Requires flexibility to travel, including overnight; to work protracted or irregular hours, as needed; and the possibility of traveling by car, train, and airplane. Requirements: The individual may not have been convicted of a felony under the laws of the State of Illinois, another state or the United States. Education and Experience: Requires knowledge, skill and mental development equivalent to completion of (4) four years of college, preferably with coursework in Paralegal Studies, Criminal Justice Administration, Public/Business Administration or related field of study and two years of professional experience in a public or private organization .
