Position Title: Deputy Director of Reporting and Compliance Division: Unclaimed Property Classification: Exempt Location: Springfield Salary: $85,000 – $100,000 Position Summary: The Deputy Director of Unclaimed Property Reporting and Compliance is responsible for overseeing the intake operations of the State's Unclaimed Property program, reporting compliance, database management, and conducts all related administrative functions. The individual in this position will develop holder education materials and initiatives to increase compliance with the Revised Uniform Unclaimed Property Act. The individual in this position develops procedures and ensures statutory compliance regarding the identification, recovery, management, and disposition of unclaimed properties. Attendance is an essential function of this position. Duties and Responsibilities: Interviews and trains employees, plans, assigns, and directs work, appraises performance, and provides positive feedback and constructive criticism to employees. Develops, implements, and maintains policies and procedures to ensure the effectiveness of the Division. Works with various divisions across the Treasurer’s Office to partner with and educate holders, groups, organizations, and associations on the Illinois Revised Uniform Unclaimed Property Act (RUUPA). Handles all customer service and public relations issues that cannot be solved through the appropriate chain of command within the Unclaimed Property Division. Makes recommendations to the Chief of Unclaimed Property regarding annual Unclaimed Property Division budget. Oversees the management of unclaimed property examinations, including determining the nature, scope, and direction of the examination; reviews and analyzes available information, identifies potential issues, schedules examinations, and prepares work papers. Oversees the management of the overall vault operations, assuring strict accountability of all items in accordance with Treasurer’s Office policies. Oversees management of daily operations of the reporting section. Proposes and implements new projects to help modernize and improve the Unclaimed Property Division. Demonstrates a hands-on approach for problem solving and solutions and informs management immediately if serious issues arise. Oversees maintenance of unclaimed property database. Facilitates the coordination of internal resources to resolve complex problems. Monitors and investigates best practices in other states' Unclaimed Property D ivisions for potential use in Illinois. Performs other duties as assigned or required which are reasonably related to the duties enumerated above. Specific Skills: Must have excellent oral and written communication skills and computer skills. Must be able to supervise staff and function in a fast-paced environment. Must have knowledge and familiarity with the Illinois Revised Uniform Unclaimed Property Act. Must maintain knowledge and application of appropriate union contract specifications. Must maintain satisfactory relationships and communicate effectively with all levels of staff and the general public. Must be a self-motivator while actively participating in a team environment. Must be capable of interpreting data and arriving at appropriate conclusions. Must be proficient at prioritizing tasks, working independently, and collaborating across functional areas. Must exhibit good judgment and leverage experience to successfully meet goals. Education and Work Experience: Bachelor’s degree in business, finance, accounting, or other related field required; advanced degree preferred; five (5) or more years of experience in u nclaimed p roperty, government administration, accounting, or related field; and four (4) or more years of management experience; OR any equivalent combination of education and experience that provides the required knowledge, skills, and abilities to carry out the duties of the position.
